No, scratch-build is scratch-build. However, major conversion is intended for just that.
The main point though, is that the category really doesn’t matter either way. The work stands on its own for judging and scoring. That would be pretty much the same even if there were no categories at all.
The categories in AMPS are primarily designed and intended simply to organize the display area, so similar subjects are grouped together for display purposes.
