On of the 2 comments mentions Komatsu and that means bulldozers & excavators.
My guess is the bottom part of the rotating upper body of an excavator.

Dragline buckets

In July 2010, Indiana Railroad hauled 2 Bucyrus-Erie dragline 115 cubic yard buckets from the Blackhawk Mine to the new Bear Run coal mine. A lone SD40-2 along with the two low-boy flats is seen here running south of Dugger, Indiana, down the new trackage that leads to the Bear Run mine.
