Judging by the visible amount of rust, I wonder if these are written off vehicles…

Wear surfaces on buckets, roller drums, dozer blades et.c. will rust very quickly.
Rusting and flaking paint is a better indicator.

Agree, but you can notice heavy rust on the John Deere excavators rear end as well…

Those are also wear surfaces, due to bad operator habits.
Those counterweights get banged up a lot when the operator
swings the excavator around without checking that the swing arc
is free from obstacles.
