Japanese Hucks Starters

Were Hucks starters just an IJA thing, or did IJN use them too? All the photos I’ve seen look to be IJA. And it does not look like the IJN spinners would accept the starter bit.

Is that extreme weathering or cam or poor paint quality on those aircraft in the top pic ?

SWAG: Hasty applied camo. Ki-44s were usually NMF. Aircraft are from Akeno Fighter School. (Think Japanese Panzer Lehr with wings) Home Islands, not a back water , island coral air strip.
