They had OK from the Kanton (Switzerland is a federation of Kantons).
The builders/demolishers had recommended explosives as safer than faffing about trying to dismantle it piece by piece. The old bridge was becoming unsafe for traffic so the demolition was totally approved, it was just the method.
Their equivalent of the EPA will look into the environmental impacts.
The federal railroad authority had approved demolition but not with explosives.
The oops is about getting the correct permits in the correct order with all the stamps and approvals.
Maybe they went with the old saying:
Better to ask for forgiveness than to ask for permission …

The old bridge was pretty, too bad it had become unsafe with age.

Robin, good explanation of the tangled web of bureaucracy. Like a check airman once told me, "It is almost impossible to fly your airplane around the pattern of your private airport without at least bending some rule.
