Two questions. Can Squadron putty be “revived”? And what is your go to putty? TIA

Try lacquer thinner

I really like Tamiya basic grey putty, dries quickly with minimal shrinkage. I still use Squadron green for making weld beads, rolled out into thin “sausages”.

I never liked Squadron Green Putty. The only thing worse than it was Testor’s putty in the grey tube. Both were very crumbly.
For most all of my putty needs, I use Bondo Glazing And Spot Putty, available at any auto parts store. It performs superior on any surface, doesn’t shrink, and can be sanded glass smooth. About $10 for a huge tube.
