Hello, I was wondering if these kind of stickers would work with periscope lenses that are not clear, but the molded plastic color of the model? If so would I paint them first silver, and then the stickers?

Go with the approach you’ve outlined and see if it gives you the result you are after. Rather than silver, might I suggest a slightly darker metallic such as a metallic grey.
The item you show has the two sets surrounded by plenty of spare material.
Suggestion: get a flat piece of plastic, paint on a series of test spots and then overlay the coating you’ve cut from the spare material. This will give you an idea of what you think looks best. You might need to pick some other colours and repeat the experiment. Once you are happy with your recipe, then do it on your model.

These stickers are great for simulating the anti-laser coating on modern US AFV optics. The periscopes are painted the base color of the vehicle, then you apply the sticker to the face of the periscope. The effect is very realistic.
I used these on my M1 Abrams and they look spectacular to me, they really finish the kit off. I placed them over the clear lens without paint on them.
Is there a color paint that you recommend behind the stickers?
Yes. The AFV base color. These stickers are printed solid, nothing shows through them, so no silver behind them is required. Paint the periscopes the AFV’s base color.

As previously mentioned they are opaque. Base color or primer or blue or black work fine.

Yes, they do not like some solvents, perhaps someone has used a varnish over them that could seal the sticker in place, I would like to see what others do.
I wonder if a brush coating of Pledge would work?
