Most comparisons I have seen say they are pretty much the same on details. Some claim they share molds as some holes to be drilled and sink marks are identical on them. The Meng kit seems to have better directions.

There is no mention of crew? is this a accessory item?

I don’t think the Meng kits come with crewmen. Some of Takom’s do, but not all. Thie latest AH-64D Block II Late and their ROK (S. Korean) AH-64E Apache Guardian kits both come with the same pilot figures, shown below.
