Is this a normal thing ? The New Tamiya kits come with Decals for the uniforms , I remember them for the helmets .Would the application process be the same?decals over satin or gloss coat , then another coat to eliminate film?

Yes, you have the process right. It would be good to have something like Micro-Sol on hand too.
The softener is really necessary on the figures to snug them down,I find they really look good as there is no way I can paint those tiny insignia
There is a few sheets dedicated to the modern digital camouflage used by various countries that is difficult to paint by hand by most.
what brand varnishes do you recommend over figures? , I tried Ammo luck varnish , but micro set and sol seem to eat right through that varnish
I have used AK Gauzy Agent, Alclad Aqua Gloss is also a go to for me,I have never experienced a problem with Sol, Set, or Solvaset on these clears
I’ve used Vallejos gloss and flat lacquers and they’ve never had a reaction with Solvaset, Micro Sol and Set. Never used Tamiya decal setting solution so can’t vouch on it. Paint w acrylics the lacquers finish w oils and pastels. My base paint I use acrylics by Tamiya, Vallejo, Army Painter and Mission Models. I can say don’t apply any setting solution without a barrier on Mission paints, they will cloud.
I use Holloway House Quick Shine (the replacement for Future) and have absolutely no problems with Micro Set and Micro Sol.
How long did you let it dry/cure? I usually give gloss finishes a day or two minimum to cure before putting something over them.
