Gomer has that weird helmet in every episode I can recall. Must be a similar reason. Or maybe his goofy grape was just too big for helmet. At Jump School we actually had dudes who could not wear the standard jump helmet, and wore motorcycle helmets instead. Their photos are in our “yearbook.”
When I was a Drill Sergeant some of the others actually purchased styrofoam Kevlars to wear for the many parades, changes of command, and graduations we had to attend. I gets a little hot at Fort Sill during the summer. I never felt right about it so I did not purchase one. I had no compunctions about slathering Leather Luster on my boots though.

Not saying some Marines didn’t have the bands but he looks to possibly be a Corpsman to me.
