I just used Tamiya XP black mixe with 50% X-20 thinner , it didn’t adhere to well. any better recommendations?
Possibly diluted white glue/PVA as a primer/sealer. I would guess that both the LP and the thinner both attack the foam just enough to not adhere.

Did you mean Tamiya XF-1 Black or Tamiya LP-1 Black? XF-1 and X-20 thinner should have covered well and adhered to foam just fine. LP-1 and X-20 thinner are not compatible and wouldn’t adhere to anything.
if it’s blue insulation foam, i ended up using white emulsion paint that you use on the inside wall of your home. two coats of that and you can then use tamiya XF paints easily enough.
Are we talking about priming the foam after carving? Personally I steer clear of anything other than pur acrylics (i.e. Vallejo) just to be on the safe side - but I agree with the suggestion by Zonarch to cover it all with diluted PVA before painting. That also helps to remove any ‘fuzz’. Once you have a good coverage of thr first layer of paint then I think you’re safe to go with any acrylics. Just don’t risk anything else!
Depending on what type of surface you are ultimately going for, you can use tissue paper or paper towel (try different kinds!) soaked in diluted PVA. Apply as needed. Adds a little extra tooth right from the start.
