My ignorance is showing but who is ForeArt? Any relation to MiniArt?

No relation at all to MiniArt. They’ve been around for a few years with some ship kits and 1/72nd armor. Their 1/72 Schnellboots are superb, and all you need to do is search on this site for their 1/35 HIMARS kits that were released last year to get comments. They too are very well done.
