Extreme times call for extreme solutions? 
Morrison shelters were designed particularly for those without the garden to dig/build an Anderson Shelter. They also doubled as a table during daylight hours. By all accounts these were generally effective and somewhat dryer, warmer and more comfortable than the other option.
