So, are the green and gray kits two variants of that same tank or is the DEU next to a different Leo2?

The green one looks like Amusing Hobby 35A058 (Leopard 2 A8)

The green one is the earlier release from Amusing Hobby labeled as a Leopard 2A8 but was only a prototype which was actually a 2A7 variant. The gray one is from what I can tell, the actual Leopard 2A8. You can see the additional armor on the upper turret of the gray one which the early prototypes didn’t have. The Hungarian Leopard 2A7HU has the additional armor on the upper turret as well.

externally, is this the same as a Leopard 2A8No?
The 2A8NO has additional sensors for the APS front and rear as pointed out below. The German 2A8 does not have those sensors. German Leopard 2A8 is shown in the third photo below. You can see those sensors are not there.
Another difference I can see is the upper turret additional armor in front of the commander’s and loader’s positions pointed out below. The 2A8NO has one continuous piece where as the German 2A8 seems to have multiple pieces. For now, the 2A8NO also doesn’t have the additional cover over the primary sight dog house in front of the additional armor. The 2A8NO is shown first and the 2A8 is shown second. You can see the difference in the primary sight dog house and armor piece in front of the commander’s and loader’s positions.
Those are the only differences that I have seen so far as I haven’t seen the full upper turret of the German 2A8 compared to the 2A8NO.
Looks like there were two different armor pieces in front of the commander’s and loader’s positions on the German 2A8. While the first photo below shows it in multiple pieces and some at an angle, the second photo shows one similar to the 2A8NO but in two pieces and straight across.
The Amusing Hobby kit looks like it used the armor piece shown in the second photo above.

YW! I am definitely looking forward to this release. Maybe they will release the 2A8 NO later.
So Meng’s Leopard 2A8 can be built as a German Leopard 2A8 and the Amusing hobby as a Norwegian Leopard 2A8?
No, The first Amusing Hobby Leopard 2A8 and Meng Leopard 2A8 are not an actual 2A8, they were modified 2A7 variants to show the Trophy. You cannot build a true 2A8 from either of those kits. This new Amusing Hobby 2A8 DEU is the only true 2A8 so far and is only of the German version. The 2A8NO has some differences.
