I think that is the stowed position of the wire cutter. You can see it in upright position here.

Yes, that seems to be the wire cutter.

I suppose that they believe the M10 Booker will engage in urban warfare since it is lighter than the M1 Abrams and thus can advance into towns and cities with downed power lines at a quicker pace than the MBTs, but that is just my guess.
