Interesting… I used Mission Models OD and Russian Green over Tamiya Flat Black Base on these builds with zero problems.

Are you spraying the Tamiya or brushing it on? I’ve found Tamiya brushed on will eat pretty much any other acrylic because of the aggressive thinner. But if I spray the Tamiya over other paints it’s usually OK.
Airbrushed in. Mission paint airbrushed as well, using their thinner and running it at 15 PSI through a Badger 150. In all, it came out as i wanted, though IMO is more delicate than using Tamiya.
