Primer colour on WW2 Polish tanks

Is there any evidence to suggest that Polish tanks at the beginning of World War 2 were treated to a primer coat before receiving their base colour?

Hello!
I don’t have any proof or evidence, but I can tell you then when I was a little boy (in the eighties) it was common knowledge, that common paint doesn’t prevent steel from rusting, so the proper procedure for painting was to coat steel with red oxide paint (to prevent rusting) and then put the desired colour on top of that. This is why I strongly suppose a similar approach was also used before WWII. From what I know before WWII you only had oil paints available for painting steel in Poland. Like I said - this is only feeling, I’d be glad to get corrected by somebody with expert knowledge.
Have a nice day
