It is the right decision under the circumstances.

The Kuznetzov class succeeded the Kiev-class carriers, but only the first ship was completed before the breakup of the Soviet Union, with the partially-completed Varyag at the shipyard in Ukraine being sold to a Chinese company to be used as a floating casino along with a full set of blueprints; the ship was later completed and commissioned in the PRC navy as the Liaoning. The Ulyanovsk class, intended as the successor to the Kuznetzov class, was cancelled, with the lead ship being scrapped at about 40% completion after the breakup of the Soviet Union. A second successor, the Project 23000 Шторм, still has not been approved for development; the design appears to be grossly similar to a US nuclear supercarrier, but with a ‘ski jump’ bow ramp.
