No; it’s M81 Woodland Camouflage. The vest is a SPEAR BALCS Vest. I think PACA was the contractor that built these vests.
This is a predecessor of the Interceptor OTV system used by the US Army and USMC in Iraq and Afghanistan. The SPEAR was mainyl used by SOCOM units, like SEALS, Special Forces, and AFSOC in the early 2000s.
I’ll go on a ledge and say that @18bravo probably wore one of these on his escapades in places unknown.

I’ve still got the very one in the photo. I had to attach my ammo pouches sideways because of the way the straps were, in case that helps with any of the figures.

That DCU cammo is legit. Most of the ones I’ve seen the modeler adds the two colors to the base color in some random, splotchy pattern. Yours look like you actually copied the pattern from the fabric. Nicely done.

Ditto on the woodland pattern.
I painted the ammo belt with Gunze metallics and attached it to the M249 (also drybrushed with Vallejo gunmetal)
