Am I assuming to much in thinking you can build a slick M60A1 rise from the M60A1 ERA kit? Is the ERA kit just the standard M60A1 with the additional ERA parts added to the box?
Unfortunately, OOB, you cannot. It is missing the Q sprue, which has the turret side rails, fuel/water cans, and a few other parts.
It is available on eBay for about $17 shipped though.

All stuff you can easily enough make/source yourself. The rails are simple with some plastic rod, the jerry cans can come from all kinds of sources, etc.
Correct. He asked if a straight M60A1 could be made out of the box, which it cannot be. You either have to make the missing parts yourself or source them elsewhere.
Are you asking because you already have the kit, or are you thinking about picking one up? I’d go with the regular -A1 kit, which seems to allow you to do a RISE/Passive as well, as I think all the appropriate parts are in there…
I’ve already done one in MASSTR camo, want to do another in MERDC as a RISE/Passive. One of these days…

I already have the ERA kit and wanted to make the slick version of the tank I was on in '76.
I figured that was the case. As Gino said, you will have to add the side rails and a few other bits, but that is easy enough to do.
Visually, there is little difference between the old M60A1 and the RISE/Passive tank.
RISE - Reliability Improved Selected Equipment - was a set of upgrades to the engine. All of these changes were internal.
Passive refers to the use of the new “starlight” night vision equipment, instead of the old “active” IR systems. The biggest visual difference between the old and new tanks was in the driver’s hatch. The old hatch used the old “pop up” mount for the driver’s IR scope. The new hatch used a rotating cover on the mount for the AN/VVS-2 night scope.

Additionally, the RISE/Passive usually had the smoke grenade launchers mounted on the sides of the turret, and the AN/VSS-3A searchlight over the gun. Your kit has the smoke grenade launchers, but not the searchlight. Not all tanks carried these items.
