Those are the kit’s figures.
They are really good figures, very finely sculpted and probably the best I’ve ever seen in plastic. (Note here that I’ve not seen any of the sets with only figures that Tamiya has released in recent years, which I expect to be of the same standard.)
BTW, the kit is not entirely accurate for the markings it comes with. If you want to make it into a representation of the real tank 215, it should have three jerrycans on the right instead of spare track links, there are too few spare tracks and sandbags on the hull front (and the positions of many are a bit off), it needs to have a tow cable on the right-hand side, it’s missing the remains of white edging to the red numbers as well as number 411 behind those, there should be the remains of camouflage on the turret and the barrel should be weathered Panzer grey instead of sand There are a few more minor changes, too. (I know this because of my attempt at this kit.)
