that of course is Northrup, and they did business their own way most always. The F20 came out of the F5/F17/F18 program. That was a pure Northrup financed item. The F16 and F15 were Federally financed. All the parts and comcepts were copyrighted by Northrup, and there were enough F17’s ordered to pay for the tooling costs. Carter (still a crook) went the route of the “bomber generals” and lobbyist and went with the F16 (still a great plane) at a considerable more cost. The Navy was seeking a fighter bomber and loved the avionics in the F17. They asked Northrup to redesign the plane adding several thousand pounds of weight. Northrup refused stating that all the advantages of the F17 would be lost. The Navy in turn gave the contract to Douglas, and Northrup sued the Navy and won. Then turned around a sued Douglas for 43 million and won again. They owned everything in the F17.

Allison owned the V1710 engine outright, and the Fed had little say so in it. Packard owned their version of the R.R. Merlin due to all the changes and upgrades they did to it. G.M. did own their version of the XM1 tank (not sure about Chrysler). The Sheridan tank was Federal property, and not what they wanted to build. The M108 / M109 at one time belonged to Allison, but they either licensed it out or sold it outright. When the economy is booming; that 11% profit margin is not good on paper to large corporations and are seeing 18% to 22% elsewhere. Plus the Fed can’t run a business but in one direction; IN THE GROUND!
