I wonder if you can get just the metal barrel?

Duane,
Of course, if you only get VBS0199, that’s the metal barrel only. Voyager has a very annoying way of promoting their new PE set. Instead of showing just PE351265, which is the new product, they throw in all their aftermarket products they can without specifying which is which. It’s a bit misleading, too.
Many modelers have pointed this out again and again for 10 years or more but they have said HECK with you! Screw yourselves trying to figure out what is what! Puhaha!

Ukraine uses Nizh (Nozh) own made ERA bricks which are slightly different, you can see them on Leo2A4. And they also use Kontakt1. So a correct kit will provide both, with some care. This is like just slapping kontakt on a tank and calling it a day. not super accurate.
Hope other kit makers will take note.

Is there an after-market manufacturer making the Ukrainian ERA?

There is Russian ERA available from RFM. I purchased by mistake 2, so I have 680 bricks now… I painted one set. Pretty nice looking and I plan to build a Leo2A4 kitted out in those. It will make for a bizzare looking but interesting tank.
