#43 and 44 are indeed a winch that’s used to raise and lower the launching platform separately from the missile cradle. (As far as I can tell, most often after firing when the cradle has already been lowered and the vehicle is getting ready to move out. Also used when servicing and doing maintenance and the launching platform needs to be moved out of the way of the engine deck.)
