The part circiled is, I think, the barrel swab - used for cleaning the barrel after use.
I might be wrong.
The kit part has some texture, like it is meant to be a material of some kind, but I don’t know what.
How to paint this part? Not camouflage colour presumably?

Yes, this part is used to clean the barrel of the cannon.
When I paint the handle, I make wood texture and the loofah in the kits it is always with the cover, so I use a color that simulates canvas. Only in my first jobs did I use the same color as the vehicle.
