I believe and I am sure Robert will correct me if I am wrong, they look like tzitzit. They are reminders of biblical commandments and Jewish law. If you want to research from Deuteronomy 22:12 and Numbers 15:37–41.

Very good.
No corrections needed.

I don’t wear them though my two son-in-laws do
But a lot of the guys serving started wearing them for the first time during the war.
Thousands were donated to the troops and at home me point all the stores were out of them especially the od green ones
