That is the flag of the pro-Russian Donetsk People’s Republic in the unrecognized, breakaway Ukrainian Donbas region. They probably are truly welcoming them.

Here in NC, they have a number of fire watch towers. Might be the case but I think it is for observation of the farm fields.
