they keep floating around and end up on different shores …

It ought to be from somewhere where drones are a real and major threat.

Are these ever reloaded? Or is it not economical?

I doubt they’re reloadable. It’s scrap for the most part.

FWIW -

In WWII, an arsenal in Shreveport, LA tested reloading previously fired artillery rounds based on what I read in an internet post. The cases tended to get bent on ejection or during transport back stateside. Required more time & energy to fixing a used case than making a new case.

No idea beyond that.

This was the main reason. Not cost-effective and mot worth the extra time and effort.
