Never seen a battery operated one before. That might not be a plus. But you could probably use a old laptop charger to convert it over.
I think everything from China runs on batteries!

I think this is coming from Russia and it must be really small in relation to the D batteries that power it.
Personally, I wouldn’t buy it! The cutting arm doesn’t look very solidly attached, and as a result, the hot wire has some slack in it. You would probably get very bad and inaccurate cuts resulting in the whole cutter being thrown against the wall! 
But the schematic is fairly simple, and shows how a better one could be constructed. 
As a matter of fact, I Googled foam cutters and found some how-to’s on UTube.
