Two options:
- Get declared available for frontline service
- Get declared a vital resource for a very important defence research project that has the potential for turning the tide of war.
It is a survival plan.
In the beginnings there were three (or something) priority level and the projects were jostling and jockeying to get a higher priority. Then someone imvented a new level with a new name for something that was more important than level 1. Aha, that’s the way to play this game and along came a new top priority level.
Well three can play that game and a third super-duper prio level was created. An so it continued until the war was over.
My grandfather (mothers side) who worked at a shipyard cutting steel for submarines was on a train heading east for frontline service. The Führer had decided that submarines was a waste of time an resources so a lot of shipyard workers were declared available for the eastern front. After a while Dönitz (or was it Raeder?) managed to convince the Führer that submarines was “da sh!t” for winning the war and the shipyard workers were pulled off the trains and sent back home again.
